Dr Paul Tungwarara serves as Special Adviser to the President of the Republic of Zimbabwe on Investment and Empowerment. His brief sits where presidential decision meets field execution. Vision 2030 — Zimbabwe's path to upper middle-income status — has a fiscal half at Treasury and a delivery half on his desk.

A career operator before public service, Dr Tungwarara built and chairs the Prevail International Group of Companies, a Zimbabwean conglomerate with active operations across infrastructure, real estate, manufacturing, hospitality, mining, retail, logistics and financial services. The group's footprint runs through ten subsidiary companies and employs over 2,500 people across Southern Africa and the United Arab Emirates.

From the Office of the President, Dr Tungwarara coordinates the Presidential Borehole Drilling Programme, the Village Business Unit roll-out under Rural Development 8.0, the Presidential Stands for Veterans of the Liberation Struggle, the Presidential Solar Programme, and the rehabilitation of Zimbabwe's flagship public hospitals — Parirenyatwa, Sally Mugabe, Mpilo and United Bulawayo Hospitals.

Dr Tungwarara is also the appointed champion of the Citizen Affiliate Bloc 3 (CAB3) constituency — the war veterans, the Chimbwido and Mujibha cadres, the rural mobilisers who carried the liberation struggle. The remit comes directly from the President. Honour the constitutional promise. Hand the tools, the transport, the housing and the water to the people who held the flag in the bush. The City Sports Centre handover put that mandate on a public stage. Inside the ZANU-PF coalition there is no operator more identified with the CAB3 file than him.

The work draws from a generation of comparable delivery-unit doctrine. Tony Blair's Prime Minister's Delivery Unit under Sir Michael Barber. The Rwandan Imihigo performance contracts under President Paul Kagame. The United Arab Emirates Prime Minister's Office under Mohammad Al Gergawi. Each compressed multi-year mandates into quarterly milestones by attaching named operators to dated targets.

Every Vision document needs a custodian who reads the file, walks the ground, and signs the handover form. In the Second Republic, that custodian has a name.

President Mnangagwa's legacy on the liberation constituency runs through one desk. Dr Paul Tungwarara is the appointed champion of the Citizen Affiliate Bloc — the war veterans, the Chimbwido and Mujibha cadres, the rural mobilisers who carried the struggle. The brief is not advocacy. It is delivery, signed and dated, in the President's name.

The Day The Legacy Was Handed Over In Person

More than ten thousand Chimbwido and Mujibha cadres filled the City Sports Centre for the General Meeting. The Minister of Veterans of the Liberation Struggle Affairs addressed them. So did Cde Douglas Mahiya. The defining voice in the room was Dr Paul Tungwarara, standing as the President's appointed champion of CAB3, converting a sixty-year-old constitutional promise into a handover with a date on it.

From the floor of that meeting Dr Tungwarara handed over ten Toyota Hilux vehicles to the ten Provincial Chairpersons of the Chimbwido and Mujibha structures. Ten borehole-drilling trucks followed, one per province, to take water back to the villages that fed the liberation struggle. Thousands of food hampers were dispatched the same week. Every keystone of the President's CAB3 legacy moved from speech to signature on a single afternoon.

For four decades the Chimbwido and Mujibha kept the liberation struggle moving in the dark. President Mnangagwa is the first principal to repay them with a fleet, a borehole rig, and a provincial chairperson's keys.
